As part of the celebrations for the 20th anniversary of the Japanese scholarship program JDS in the Kyrgyz Republic, the Chairman of the Cabinet of Ministers and Head of the Presidential Administration Adylbek Kasymaliev spoke at a forum dedicated to this event.
In his speech, Kasymaliev emphasized that the government views the development of human capital as a key priority in the country's long-term strategy. He also noted the importance of further expanding the JDS program and creating new opportunities for young specialists in the public sector.

“Since the launch of the program, over 300 citizens of Kyrgyzstan have been able to receive education at prestigious universities such as Ritsumeikan, Meiji, Tsukuba, Hiroshima, and the Japan International University. The knowledge they have acquired in the fields of science and technology, international relations, social development, business administration, and information technology has a significant impact on our society and economy. Graduates who studied in Japan hold responsible positions in government agencies and international organizations, making a substantial contribution to the socio-economic development of our country. This is a real result of the program,” he stated, expressing gratitude to the Embassy of Japan in the Kyrgyz Republic, as well as the organizations JICA and JICE for their support, which contributes to strengthening ties between the two nations and developing human resources.

Furthermore, Kasymaliev noted that Japan has become an example of an economic miracle for Eastern countries such as Korea and Malaysia, and continues to be a leader in science and technology. He added that Japan's experience strengthens the belief that Kyrgyzstan can also achieve high results.

“In recent years, we have gained confidence in our abilities. By the end of 2025, the GDP growth rate reached 11.1%. Thus, the average annual real GDP growth over the past four years has reached 10.2%. This is an impressive indicator both regionally and globally. We are confident that we can achieve the economic miracle we call the 'Snow Leopard Leap'.

Japan is known for its unique ability to combine traditions with modern technologies. We pay special attention to the harmony between state planning and business interests. We strive to implement a similar model of indicative planning, drawing on experience from Japan. It is important to note that Japan effectively forecasts economic and social processes, and economic policy is based on scientific research,” he noted.

The head of the Cabinet of Ministers highlighted that the JDS program is a strategic mechanism aimed at strengthening the state system and developing human resources. In this regard, he emphasized that the program's graduates represent a new generation that combines knowledge gained in an advanced country with national responsibility. Each graduate, thanks to this program, has received quality education and is ready to make a significant contribution to the development of our society and economy.
