This decision was formalized by a resolution dated February 10, 2026, under number 83.
Thus, the previous resolution No. 710 dated December 22, 2022, which defined the conditions for including foreign citizens in the crews of Kyrgyzstan's airlines in the event of a shortage of local aviation personnel, is canceled.
The new regulation will come into effect 7 days after its official publication. The publication took place in the newspaper "Erkin Too" on February 13, 2026.
The purpose of this decision is to improve regulation in the field of civil aviation in the country.

On the composition of the flight crew of civil aircraft of the Kyrgyz Republic
In order to streamline activities in the field of civil aviation, based on Article 83 of the Air Code of the Kyrgyz Republic and Articles 13 and 17 of the Constitutional Law on the Cabinet of Ministers, the Cabinet of Ministers makes the following decision:
1. In situations where there is a lack of aviation personnel from among the citizens of the country in the crew of civil aircraft of Kyrgyz Republic airlines performing commercial transportation, the following may be involved:
1) foreign citizens who possess the necessary professional training and special knowledge in accordance with the air legislation of the Kyrgyz Republic and have undergone the procedure for the recognition of their certificates by the civil aviation authority;
2) foreigners who have received professional training in educational institutions of the Kyrgyz Republic in the field of civil aviation and hold a certificate issued by the aviation authority of the country.
2. The order of the Ministry of Transport and Communications of the Kyrgyz Republic No. 2 dated August 1, 2016, regarding the composition of the flight crew is recognized as having lost force.
3. The implementation of this resolution will be carried out within the financial resources provided by the republican budget for the current and subsequent years.
4. This resolution comes into effect seven days after its official publication.
