- Since the beginning of 2021, the State Financial Supervision has conducted 285 inspections of pawnshops, according to information from the agency.
As a result of these inspections, 111 licenses were revoked, 11 licenses were temporarily suspended, and 290 fines totaling 8 million 414 thousand soms were imposed.
The agency clarifies that inspections were carried out both in a remote format and during on-site supervision, using a risk-oriented approach and thorough analysis of reporting to ensure compliance with regulatory requirements.
Among the common violations identified by the Financial Supervision are hidden commissions, unlawful retention of pledged property, and violations during the sale of pledged items.
They also reminded about the rules established by the Cabinet's resolution dated November 6, 2024, No. 671: pawnshops are prohibited from unilaterally changing the terms of the contract if it worsens the rights of borrowers or increases their obligations. Information transfer to credit bureaus is only possible if the loan amount exceeds 200,000 soms.
In conclusion, the Financial Supervision reported its intention to continue supervisory activities, including the implementation of digital tools for analysis and monitoring.
