
According to the aforementioned decree, notaries are now allowed to refrain from affixing wax seals on documents if they are entering records into the electronic registry and the EISN archive. This decision significantly simplifies the process of notarial certification.
Additionally, the new decree introduces the term "performing notarial actions in a remote format." Upon completion of the procedure, the notary has the option to send a copy of the document in PDF format to the applicant via email or popular messaging apps such as WhatsApp and Telegram. The rules for interacting with identification cards and contract forms have also been clarified.
An important change is the tightening of control over powers of attorney. Now, powers of attorney related to the disposal of property, sale of vehicles, divorce, travel of children abroad, and adoption matters can only be issued for a limited period. Re-authorization under such documents has been prohibited, which is aimed at combating fraud in real estate and transportation transactions.
