Over 192 million soms in contributions: Who is shaping the leasing market in Kyrgyzstan?
This mechanism helps to distribute financial costs over time, reducing the need for large one-time investments. As a result, leasing becomes particularly attractive for various categories of businesses and individual entrepreneurs.
The legal framework for the functioning of the leasing market is provided by the Law of the Kyrgyz Republic "On Financial Lease (Leasing)," which came into effect in 2002. Over time, amendments have been made to the legislation aimed at clarifying concepts and regulating the operations of leasing companies, which has expanded the range of market participants. In 2024, amendments regarding the licensing of leasing activities came into force, clarifying the rules for the use of leasing, including the possibility of its application by individuals for certain types of property.
According to data from the State Financial Supervision and calculations by Tazabek, the three largest leasing companies account for more than 77% of the total contributions in the market. In 2025, 21 companies contributed 192.5 million soms to the budget, indicating the dominance of large players and limited competition in the segment of large leasing operations.
The public sector also plays an important role in this market. The state leasing company and other structures associated with banks and development institutions participate in financing key areas of the economy, such as agriculture and important infrastructure projects. Private leasing companies, including those with foreign investments, are mainly focused on operations with vehicles and commercial equipment.
