— Currently, there are over 221 thousand people with disabilities living in the country, among whom more than 37 thousand are children. These figures underscore the importance of social policy, whose main task is to create equal conditions for all citizens.
We are actively fulfilling international obligations to protect the rights of people with disabilities. A key step in this direction was the ratification of the UN Convention on the Rights of Persons with Disabilities. This document has become the foundation for our policy, defining priorities: accessibility, the development of the rehabilitation system, and the inclusion of people with disabilities in public life.
The number of citizens receiving social benefits exceeds 88 thousand, and more than 130 thousand people receive disability pensions. The average pension amount is 9,649 soms. These figures represent not just statistics, but real assistance to people, making our policy aimed at improving the quality of life.

— What results does the state program "Accessible Country" bring?
— This program represents a comprehensive reform in the social sphere, covering six main areas: the medical and social expertise system, rehabilitation, access to the labor market, prosthetics, infrastructure, and education.
The program has a significant impact on the daily lives of people. Digitalization and the "Tunduk" system have greatly simplified the process of obtaining necessary services, marking a new level of government service.
One important aspect is the complete digitalization of documents related to disability. All services are now available through the "Tunduk" system. Accessibility encompasses not only physical aspects, such as ramps and elevators, but also a change in public consciousness.

— What is the function of the rehabilitation center "Kelechek"?
— Opened in Bishkek, this center has become one of the significant achievements in the social sphere. Here, children with cerebral palsy, autism, Down syndrome, and musculoskeletal disorders receive medical and social rehabilitation. Each year, the center helps hundreds of children, improving their health and expanding their opportunities. The synergy of medical and social specialists has enhanced the quality of rehabilitation. This is a vivid example of the state's care for every child.
The center was initiated by President Sadyr Japarov at the end of 2022 and has become a major investment in the future of children, opening new horizons for their development. In this institution, every child has the opportunity to realize their talents, restore their health, and integrate into society. This initiative by the president symbolizes the state's support and belief in the future of children. We will continue to value and develop this work. Rehabilitation includes not only treatment but also the formation of confidence in children about their future.
— What is the strategy regarding elderly citizens?
— Kyrgyzstan is among the countries with an increasing number of elderly people. Currently, there are over 440 thousand citizens over the age of 65. In response, the program "Active Longevity" for 2025–2030 has been developed.

We view elderly citizens as an active and experienced part of society, not just as recipients of social assistance. They are a source of experience and resilience for society.
— What is the role of social workers in this system?
— Social workers form the backbone of our system. Currently, over 850 specialists assist more than 9 thousand citizens at home. They provide support to lonely elderly people, people with disabilities, and families in difficult situations. We highly value their work and will continue to focus on improving the quality of social services. A social worker is not just a specialist, but a state representative at the forefront of interaction with people.
— What key priorities do you see for the future?
