The deadline for withdrawing from heating supply subsidies in Kyrgyzstan has been extended to 2033.
The main change concerns the deadlines for the cessation of subsidies for enterprises engaged in heat supply.
Previously, it was planned to complete the subsidies by 2028, however, in the new version, this deadline has been extended to 2033.
As stated in the text of the decree, the changes are aimed at ensuring social stability, protecting the interests of consumers of thermal energy, and more effective management of heat supply enterprises.
The reform includes a large-scale municipalization of the heat supply system. In particular, it is planned to reorganize the state enterprise "Kyrgyzteploenergo" with the subsequent transfer of heat supply facilities to the local self-government bodies. The transfer of heat and power plants and heating networks in the cities of Bishkek and Osh is also provided for, which will be transformed into municipal enterprises.
The decree comes into force from the moment of its official publication.
