- The Cabinet of Ministers of the Kyrgyz Republic has decided to annul the resolution dated June 19, 2017, No. 389, which regulated the procedure for attracting and using international grant and technical assistance.

This decision is formalized in the form of a resolution dated January 30, 2026, No. 43.

The new measure comes into effect 10 days after its official publication.

With the annulment of this resolution, the provision has lost its force, according to which:

PROVISION

on the procedure for attracting and using international grant and technical assistance in the Kyrgyz Republic

1. General provisions

1. This provision describes the procedure for attracting and using international grant and technical assistance received by the Kyrgyz Republic from donors (hereinafter referred to as the Provision).

2. The Provision applies to executive authorities and local self-government bodies subordinate to the Government of the Kyrgyz Republic.

3. The following terms are used in this Provision:

- international grant and technical assistance - assistance provided to the Kyrgyz Republic by donors free of charge to support social and economic transformations, including research, training, sending specialists, technology transfer, as well as organizing events such as seminars and conferences. This term also includes the procurement of services and consultations;

- donors - foreign states, international organizations, and their representations that provide international grant and technical assistance;

- executive agencies - state structures and local self-government bodies in the Kyrgyz Republic that directly receive and use such assistance.

4. The main goal of this provision is to improve the coordination, systematization, and effective use of international grant and technical assistance.

5. The main tasks of the provision include:

- creating a mechanism for coordinating the process of attracting and using international assistance;

- increasing the effectiveness and alignment of international assistance with the goals of state programs;

- streamlining the process of monitoring and accounting for international assistance projects;

- establishing a procedure for project registration;

- ensuring transparency in the process of attracting and using assistance.

6. The provision does not apply to projects aimed at preparing state investment programs or emergency humanitarian assistance.

2. Coordination of attracting and using international assistance

7. Coordination is carried out by the Ministry of Economy of the Kyrgyz Republic, which is the authorized body in this area.

8. The authorized body participates in negotiations with donors on behalf of the Kyrgyz Republic.

9. Requests from executive agencies to donors must be coordinated with the authorized body.

10. When submitting project proposals, executive agencies must provide information about previously implemented projects.

11. The authorized body must provide an opinion on the feasibility of the project within 10 working days.

12. The opinion is based on criteria such as the project's alignment with development priorities and its expected impact on the socio-economic situation.

13. After signing an agreement with the donor, the project is subject to mandatory state registration.

14. If the project is deemed unfeasible, the executive agency may make changes and resubmit it for consideration.

3. State registration of international assistance projects

15. State registration is carried out by the authorized body.

16. For registration, executive agencies submit a number of documents, including an application and an opinion on feasibility.

17. The authorized body reviews the documents within 10 working days and makes a decision on registration.

18. The project is assigned a registration number, and a registry is maintained, available on the official website.

19. Registration is confirmed by a certificate issued by the authorized body.

20. Registration may be denied if the necessary documents are missing.

4. Monitoring and reporting

21. Executive agencies are required to provide information on the progress of project implementation quarterly.

22. A final report must be submitted within three months after the completion of the project.

23. The results of projects are taken into account when considering new proposals.

24. Final reports are published on the official websites of executive agencies.

25. The authorized body may request additional information on projects.

26. Based on the collected information, the body conducts an analysis and develops recommendations.

27. Project results are discussed at meetings of the Coordination Council on Macroeconomic and Investment Policy at least once a year.

28. In case of problems, the decision to continue the project is made by the Coordination Council.
