The initiative for declaration was put forward against the backdrop of the president's address to parliament and the people, in which he stated that corruption is a betrayal of the reforms being carried out and announced emergency measures to combat this phenomenon. He noted that the judiciary, as an independent branch of power, should become a model for creating a "clean" environment.
The need for the introduction of declarations for public servants was first discussed in Uzbekistan in 2017, when it was proposed that all employees receiving salaries from the budget should begin to declare their income and property.
The Ministry of Justice developed a draft according to which, with the exception of "junior specialists," all public servants would be required to annually submit declarations of their income and expenses, as well as information about the financial status of their family members, including parents and children (including adopted ones).
The necessity of declaring the income of public servants was also emphasized in the president's decree of May 27, 2019, which concerned measures to improve the system of combating corruption in the country.
The Ministry of Employment and Labor Relations of Uzbekistan previously proposed for discussion a draft presidential decree on the declaration of property and income of certain categories of public servants, as well as on the phased implementation of the technical infrastructure for this.
The planned phased implementation of the system for annual declaration of property, income, and expenses of public servants and their families was supposed to start on January 1, 2020. However, six years later, this system has still not been implemented, and information about the income of public servants in Uzbekistan remains closed to the public.
