"Chakan HPP": The Main Problem in Installing Charging Stations is Obtaining Land Plots

- The acquisition of land plots remains the main obstacle to the development of the network of electric charging stations, as stated by the Deputy General Director of OJSC "Chakan HPP" Kanat Askeev in an interview on the radio.

According to him, the installation of a charging station itself takes significantly less time.

“The installation takes about a week, at most — two,” he specified, adding that the main difficulty lies in the coordination of the land plot.

Askeev explained that the process of formalizing the lease requires numerous approvals from various authorities, such as architectural services, local government bodies, and cadastral institutions. As a result, the processing time can vary from 2-3 months to half a year.

Additional difficulties arise if it is necessary to change the designation of the land plot, which will require a separate procedure and may extend the timeframes.

At the same time, he noted that despite the status of a state company, OJSC "Chakan HPP" participates in competitions and submits applications on equal terms, without any special preferences.

In his opinion, one possible solution to the problem could be simplifying the process of providing land plots for the installation of electric charging infrastructure.

“If the government decides to introduce a simplified procedure for providing land plots for both us and private investors, I am sure that many will want to install charging stations throughout Kyrgyzstan,” Askeev emphasized.

Among the priority areas for expanding the network, he highlighted the most important transport corridors, such as the Bishkek—Osh and Bishkek—Torugart routes.
