Road Fund expenditures for 2026 are projected at 7.9 billion soms
This represents an increase in spending of 79.1% compared to the approved budget for 2025, which is equivalent to a growth of 3.5 billion soms.
In 2024, the actual expenditures of the fund amounted to 5 billion soms.
The law that established the Road Fund was adopted on May 30, 2022. According to this legislative act, the fund's revenues are formed from 17 different sources. The funds accumulated in the fund are directed towards:
1) financing the design, construction, maintenance, repair, reconstruction, and development of public roads;
2) purchasing materials necessary for the construction, maintenance, and repair of public roads, including bitumen, gravel, and lubricants.
17 sources of revenue for the Road Fund
The Road Fund generates its resources from the following sources:
1) allocations from the republican budget intended for the design, construction, reconstruction, repair, and maintenance of public roads and related facilities;
2) at least 50% of the excise tax on gasoline, light and medium distillates, diesel fuel, and liquefied hydrocarbon gas (LPG) used as automotive fuel, as well as motor oils;
3) fees for vehicle registration;
4) fees for the passage of vehicles with special and indivisible cargoes on public roads;
5) fees for weighing and measuring vehicle parameters;
6) fees for passage over artificial structures on public roads;
7) fees for passage on public roads for freight transport and buses;
8) funds to compensate for damages caused to public roads by heavy and oversized cargoes;
9) fines for exceeding established weight and dimensional parameters for passage on public roads;
10) payment for the lease of land plots in the right-of-way and roadside of public roads;
11) foreign investments and grants;
12) gratuitous contributions from individuals and legal entities for financing road activities, including voluntary donations;
13) funds allocated within the framework of public-private partnership projects in the field of roads;
14) funds from the payment of state duties for the issuance of licenses and permits in the field of road and water transport;
15) monetary funds received in the republican budget from the payment of penalties and compensation for damages related to violations of the terms of state contracts financed by the Road Fund;
16) funds contributed by participants in competitions or auctions for the conclusion of state contracts financed by the Road Fund as bid security;
17) fees for the repair, maintenance, construction, and reconstruction of public roads.
