Torobaev: In 2025, Kyrgyzstan's budget will reach a record 1 trillion soms
On February 10, the Deputy Prime Minister of the Kyrgyz Republic and Minister of Water Resources, Agriculture, and Processing Industry Bakyt Torobaev participated in a meeting of the Ministry of Economy and Commerce's board, where the results of economic development for 2025 were discussed.
According to the press service of the Cabinet, Torobaev emphasized that 2025 was a landmark year for Kyrgyzstan, marked by economic stability and significant transformations.
“Despite global challenges, we managed to maintain dynamic growth rates. It is important to understand that stability is the foundation for sustainable development. In 2025, we achieved socio-political and economic stability, which allowed the consolidated budget to exceed 1 trillion soms,” he noted.
Torobaev emphasized that this figure became an important milestone in the financial history of the country. Compared to 2020, the budget increased almost fivefold: from 247.8 billion soms to 1 trillion 101 billion soms in 2025.
“Our achievements are not limited to numbers but also include qualitative changes in the economic structure. The economy is confidently transitioning from a consumer model to an investment-industrial one. In 2025, GDP grew by 11.1%, approaching the historic mark of 2 trillion soms, which is the result of sustainable growth at around 10% in recent years,” added the Deputy Prime Minister.
He also noted that economic activity in the country has significantly increased. Thanks to consistent reforms and state support, impressive results were achieved in socio-economic development in 2025.
In particular, the processing industry grew by 30.1% compared to 2024. The services sector became a key driver of the economy, exceeding 1 trillion soms, amounting to 1 trillion 11.6 billion soms with a growth of 10.9%. Over three years, the services sector increased 3.5 times.
The construction sector also demonstrated significant growth. The volume of gross construction output, which was 172 billion soms in 2019, reached 438.4 billion soms in 2025, increasing 2.5 times. Capital investments also significantly increased: from 6.1 billion soms in 2021 to 51.9 billion soms in 2025.
Agriculture also achieved sustainable development: the volume of gross output grew from 249.5 billion soms in 2020 to 459.7 billion soms in 2025, nearly doubling.
As part of strategic planning, an Action Plan for the National Development Program until 2030 was developed, which defines priority areas and key tasks. The document includes major projects such as the construction of the China-Kyrgyzstan-Uzbekistan railway, which has entered an active phase.
Priorities include the construction of the Kambarata HPP-1, as well as projects in the field of wind, solar energy, and small hydropower plants, implemented within the framework of international cooperation.
Special attention is also paid to the development of tourism. It is important to promote projects like “Ala-Too Resort,” “Chatkal Resort,” and other tourist clusters.
Work continues on the creation of a special financial and investment zone “Tamchy,” aimed at attracting additional investments and stimulating business activity.
Following the board meeting, Bakyt Torobaev gave a number of instructions to the Ministry of Economy and Commerce, emphasizing the need for consistent interaction and strengthening measures for the qualitative and timely implementation of priority projects.
