Kazakhstan is finally parting ways with the super-presidential form of government — Tokayev

Tokayev's speech, as reported by Ulysmedia.kz, emphasized that the new Constitution enshrines a new logic for Kazakhstan's political system.

Tokayev noted that the current changes logically continue the course of reforms initiated in recent years, including the constitutional reform of 2022. This creates an opportunity for a complete reboot of the foundations of the state system. He stressed the importance of creating a new governance structure that will ensure the redistribution of power and strengthen the balance between various institutions of power. The principle of "the state for the person, not the person for the state" has become more real and tangible in the draft of the new Constitution. This is the result of the work we started in 2019, the president added.

Tokayev also noted that recent reforms clearly demonstrate Kazakhstan's rejection of the super-presidential model and the transition to a presidential republic with a strong parliament. The proposed changes will contribute to increasing the efficiency of all political institutions.
