"Made a Mess." The Parliament Discusses the Cancellation of Rewards for Service in Cafés

Deputy Dastan Bekeshev, at the plenary session of the Jogorku Kenesh held on February 5, 2026, expressed his concern regarding the intervention of the Cabinet of Ministers in the operations of cafes and restaurants.
“I understand your noble goal, but the actions you have taken are already irreversible. It is unclear why there was a need to interfere in this area. Please focus on more important issues, such as regulating prices for essential products that we use in our daily lives — flour, oil, meat, and other goods. Instead, you have intervened in the restaurant business, which is already in a difficult situation. Is it possible to cancel your decree?” he addressed those present.
In response, the First Deputy Chairman of the Cabinet of Ministers, Daniyar Amangeldiev, noted that the measures being taken are aimed at protecting consumer rights.

“These measures were initiated to protect consumer rights, based on the relevant calculations. We are working on services, and establishments did not have the right to include services in the total cost. The law requires that service charges be voluntary. Including it in the bill is a violation. That is why we are conducting these measures,” he explained.
Amangeldiev also commented on the situation with prices for socially significant products, reminding that with the support of deputies, amendments were made to the Tax Code allowing the Cabinet of Ministers to regulate prices. In particular, import customs duties were abolished, and tax preferences were introduced, including exemption from VAT.

He added that the government continues to work on stabilizing prices and controlling inflation in the post-pandemic period in collaboration with the National Bank of the Kyrgyz Republic (NBKR).
“Currently, state regulation of meat prices remains in place. We continue to cooperate with the NBKR to curb inflation with the aim of preventing it from exceeding 8% this year,” he concluded.
