
According to the State Committee for National Security (SCNS) of the Kyrgyz Republic, two employees have been detained: one from the State Penitentiary Service (SPS), working in correctional institution No. 16 (CI-16), and the other from the Internal Affairs Department of the Pervomaisky District.
As part of a criminal case initiated by the SCNS in conjunction with the Main Directorate for Combating Corruption of the SPS and the Department for Combating Corruption of the Ministry of Internal Affairs in Bishkek, facts emerged regarding the receipt of money from officials of the SPS and the Internal Affairs Department of the Pervomaisky District. They conspired in advance to take money for assistance in the pardon of one of the convicts.
Employees of CI-16 SPS, known as "J.D.", and the Internal Affairs Department of the Pervomaisky District, referred to as "T.N.", established a trusting relationship with a convict held in CI-1 SPS and, between December 2024 and April 2025, received a significant amount of money for resolving the pardon issue. However, ultimately, the convict was denied clemency.
In connection with the above, the investigative department of the SCNS has initiated a criminal case under Article 209, Part 4, Clause 4 of the Criminal Code of the Kyrgyz Republic "Fraud." The detained employees, "J.D." from CI-16 and "T.N." from the Internal Affairs Department of the Pervomaisky District, have been placed in the temporary detention facility of the SCNS.
