According to the resolution adopted on January 19, 2026, a 5-hectare plot, previously used as irrigated arable land, has been reclassified from agricultural land to a category designated for industry, transport, communications, energy, defense, and other needs.
Previous transformations concerning plots of 7.6 hectares and 30 hectares have also been carried out for the purposes of constructing this center.
The State Administration of the Issyk-Ata district has been instructed to compensate for losses and missed profits related to agricultural and forestry production, make the necessary changes to land documents, and monitor the use of this plot in strict accordance with its intended purpose.
In addition, it is necessary to develop urban planning documentation, provide for a drainage system, implement anti-seismic measures, and strictly adhere to environmental and sanitary standards. In the event of discovering objects of historical and cultural heritage, archaeological supervision will be required.
The resolution comes into effect 10 days after its official publication. The document was published in the newspaper "Erkin Too" on January 20, 2026 (No. 3).
