Torobayev inquired about why there were interruptions in the supply of imported electricity from neighboring countries.

Today, January 23, 2026, a meeting of the Collegium of the Ministry of Energy took place in Bishkek, where the results of the work for 2025 were discussed.
During the meeting, Deputy Chairman of the Cabinet of Ministers Bakyt Torobaev requested information on the amount of electricity imported into Kyrgyzstan from neighboring countries.
General Director of OJSC "NESC" Ilgiz Sydygaliev reported that in the past year, 3.885 billion kilowatt-hours of electricity were imported.
"The total volume of supplies completed was 89–90%, with a shortfall of 499 million kilowatt-hours," noted Sydygaliev.
Torobaev also clarified which countries did not fulfill their planned obligations for supplies.
"Kazakhstan did not supply 253 million kilowatt-hours, Turkmenistan — 178 million kilowatt-hours, Uzbekistan — 43 million kilowatt-hours. Of the planned 255 million kilowatt-hours, the Russian Federation was able to provide only 224 million, resulting in a shortfall of 30 million," he replied. In total, the overall shortfall amounted to 499 million kilowatt-hours.
Torobaev inquired about what measures would be taken if these countries were unable to fulfill their obligations, considering that January is already nearing its end and February will soon begin.
The head of NESC explained that the situation was similar last year. "In December, certain problems arose, but in February and March, suppliers will fully compensate for the shortfall of 499 million kilowatt-hours. We conducted a detailed analysis and found that last year's situation developed similarly. By the end of the year, the volumes of supplies were fulfilled at about 93–94%," added Sydygaliev.
Minister of Energy Talaybek Ibraev noted that the available volumes are sufficient for successfully passing through the autumn-winter period.
