The Cabinet approved the draft sub-grant agreement with the ADB for floating solar panels at HPP-5.

- As of December 31, 2025, the Cabinet of Ministers, under decree No. 1179-r, approved the draft sub-grant agreement for the implementation of the initiative titled "Development of the Renewable Energy Sector (Floating Solar Panels at HPP-5)."

This document was developed in the context of financing the program "Fund for Supporting Multisectoral Activities for 2025–2030," which was signed between the Kyrgyz Republic and the Asian Development Bank on March 26, 2025, in Bishkek.

Furthermore, the Minister of Finance of the Kyrgyz Republic was authorized to sign this agreement on behalf of the state, with the right to make non-essential amendments and additions.

The decree was signed by the Chairman of the Cabinet of Ministers, Adylbek Kasymaliev.

Background

On June 18, the Jogorku Kenesh approved in the third reading the draft law on the ratification of the financing agreement for the program "Fund for Supporting Multisectoral Activities for 2025-2030" with the Asian Development Bank, signed in Bishkek on March 26, 2025, which was confirmed at the meeting.

According to the terms of the agreement, ADB will allocate $22.58 million to Kyrgyzstan, including:

    • $13.36 million — concessional loan (term of 32 years, including an 8-year grace period; interest rate — 1% during the grace period and 1.5% thereafter), 

    • $9.22 million — grant.

The floating solar power plant at HPP-5 was commissioned in 2024, marking a significant step in the development of this project.

According to the Ministry of Energy, the station was built with funds from the grant provided by the Asian Development Bank and includes photovoltaic panels installed on a water surface area of 1200 sq.m with a capacity of 100 kW. The project was implemented by JSC "Chakan HPP."
