In Kyrgyzstan, the payment of recycling fees under the Extended Producer Responsibility system has come into effect.
Starting from January 1, 2025, the obligation to pay a recycling fee under the Extended Producer Responsibility (EPR) system has come into effect in Kyrgyzstan. This fact was announced by the Ministry of Natural Resources of the country.
The EPR system is a state mechanism that places the responsibility for the recycling of goods and packaging after their use on producers and importers.
The Cabinet of Ministers of the Kyrgyz Republic approved resolution No. 322 on June 19, 2024, which lists 24 groups of goods subject to EPR. This list includes items such as batteries, car tires, lubricating oils, packaging made of plastic and cardboard, as well as household appliances.
The obligation to pay the recycling fee is imposed on the following categories:
▪️ Importers must make payments within 15 days after the goods are imported into the country;
▪️ Producers are required to pay quarterly, no later than the 15th day of the month following the reporting period.
The implementation of this system will be carried out through the state enterprise "Ekooperator".
All funds from the recycling fee will be directed towards the development of waste recycling infrastructure and the introduction of environmentally friendly technologies.
Failure to fulfill the obligations to pay the recycling fee within the established deadlines will result in administrative liability in accordance with current legislation.
