The Ministry of Economy proposes to reintroduce the ban on the export of scrap ferrous metals

- The Ministry of Economy and Commerce of Kyrgyzstan has presented for public discussion a draft resolution that introduces a temporary ban on the export of scrap and waste of ferrous metals, as well as ingots for remelting.

According to the proposed document, the duration of this ban is planned for up to six months and will apply to goods classified under code 7204 of the EAEU Customs Tariff.

The initial draft of this resolution was developed in 2022, and now the ministry is again proposing its implementation.

Among the key aspects of the draft resolution, the following can be highlighted:


  • Extension of the ban on the export of scrap and waste of ferrous metals for up to six months;

  • The ban only applies to raw materials, while the export of processed materials remains permitted;

  • The proposed measures comply with the conditions of the EAEU Treaty, which allows for the introduction of temporary restrictions for up to six months for trade with third countries.


In Kyrgyzstan, there are five large processing companies capable of processing about 490,000 tons of scrap per year. Previously, in support of the metallurgical industry, the government of the Kyrgyz Republic established export customs duties on scrap and waste of both ferrous and non-ferrous metals. However, as statistics have shown, these measures did not lead to a significant reduction in export volumes, as indicated in the document.

According to available data, the export of scrap ferrous metals from Kyrgyzstan decreased by more than 10,000 times from 2022 to 2025. There is also a decline in imports: from 92.8 tons in 2022 to 20.6 tons from January to October 2025.

The developers of the project believe that the reintroduction of the ban will help ensure the supply of raw materials for existing production lines and meet the high demand for quality secondary scrap metal in the domestic market.
