
Representatives of the EEC noted that changes to the technical regulation of the Customs Union "On the Safety of Perfume and Cosmetic Products" have already come into force.
In accordance with the adopted measures, declarations of conformity for perfume and cosmetic products to the new requirements, as well as certificates of state registration issued before the changes come into effect, will remain valid until their expiration.
During this transitional period, manufacturers will be able to continue their operations in the EAEU market. The new transitional rules do not apply to indefinite registration certificates issued earlier.
The updated regulation defines new terms such as "family cosmetics," "products on carriers," "applied to the product," and "microbiologically low risk." It is now clearly stated that perfume and cosmetic products can be applied to various items, including baby diapers with moisturizing cream and jeans with anti-cellulite treatment.
Additionally, definitions and standards for products intended for use by multiple family members have been revised.
Now, registration is required for products for dyeing, lightening, curling, and straightening eyelashes and eyebrows, as well as for family cosmetics. Requirements for packaging have been tightened, especially for oral hygiene products.
