- The Cabinet of Ministers has made a decision to transform a land plot of 6 hectares in the Issyk-Kul region, changing its designation from agricultural land to land intended for industry, transport, communications, energy, and other needs.

This decision was formalized by Resolution No. 142, which was adopted on March 2, 2026.

According to the information in the document, the plot is located within contour No. 730, under the jurisdiction of the Chepelk rural territorial administration managed by the Karakol city hall, and is state property. The change in the land plot's status is due to the necessity of constructing a substation.

The Karakol city hall is tasked with updating the land registration documents, ensuring the use of this plot in accordance with its new designation, as well as developing and approving urban planning documentation in compliance with construction standards.

Additionally, the resolution specifies measures related to the safe drainage of rainwater and meltwater, anti-seismic activities, and monitoring of potential hazardous processes. In the event of misuse or non-use of the plot, the city hall is obliged to take measures for its withdrawal and restoration to its original condition.

Compensation for losses and lost profits for agriculture and forestry is also provided for in accordance with the legislation, along with compliance with sanitary and epidemiological standards, as well as the protection of historical and cultural heritage in case of its discovery. An archaeologist may be involved to oversee earthworks and construction activities.

The resolution will come into effect ten days after its official publication.
