Certification of construction materials in Kyrgyzstan doubled in 2025 — but at the expense of imports

Of the total 4668 certificates, 3714 or 79.6% pertain to imported materials. In 2024, this figure was 65.8% (that is, 1520 out of 2309). Thus, the certification of imported construction materials increased by 144%, while the certification of domestic materials grew by only 21% (from 789 to 954).
December 2025 was particularly indicative: the number of certificates for imported materials soared 4.2 times compared to December 2024 (from 124 to 519), while for local materials, the increase was only 21%.
Leaders
The most notable growth is observed in mineral binders (cement and its analogs), where the number of certificates increased from 259 to 1483, corresponding to a growth of 5.7 times. Of these, 97% (1438) are imported materials, whereas a year earlier there were only 224. This means that the number of imported certificates in this category increased by 542%.
There is also noticeable growth in the road materials segment — from 351 to 669 (+91%), finishing and facing materials — from 519 to 937 (+81%), as well as in the metallurgy sector — from 213 to 386 (+81%).
Two categories of materials showed a decline: plastic construction products (from 44 to 37, −16%) and asbestos-cement products (from 51 to 32, −37%). This decline may be related to the reduced use of asbestos-containing materials in the market.
Domestic Production
The certification of construction materials produced in Kyrgyzstan increased by 21% — from 789 to 954. The main categories contributing to this growth were non-metallic materials (311 certificates, +24%), concrete mixes and structures (258, +8%), and road materials (87, +26%).
Notably, the certification of locally produced finishing materials grew from 30 to 47 certificates (+57%), as well as wall materials — from 54 to 63 (+17%). However, in absolute terms, these figures still remain small compared to imports.
