He noted that the full development of the infrastructure of the special financial and investment territory "Tamchi" on Issyk-Kul may take up to ten years, so it is advisable to start implementing the most important investment mechanisms now by opening a branch in Bishkek.
Kulov suggests establishing the "Bishkek International Investment Registration Center," which will be a branch of the special financial and investment territory "Tamchi" and will be able to perform the financial and legal functions of the new investment territory.
Under the proposed model, both foreign and local investors will be able to obtain resident status at the center with guaranteed protection of their capital. Upon registration, a contribution to the investment fund is expected, which will be directed towards infrastructure development and attracting international specialists.
To resolve economic and investment disputes, it is proposed to use English law with the involvement of international judges and arbitrators. Kulov believes that it is necessary to conclude intergovernmental agreements, particularly with the United Kingdom, Singapore, and the United Arab Emirates.
As examples to follow, he cited international financial centers in Dubai, Singapore, and Astana, where the English legal system and international arbitration operate, which has contributed to attracting significant volumes of investment.
According to the politician, opening a branch in Bishkek will accelerate the launch of investment mechanisms, attract international banks and fintech companies, as well as strengthen investor confidence and create a legal infrastructure before the full opening of the special financial and investment territory "Tamchi."
Kulov also emphasized that such a center could signal the return of domestic capital and increase the trust of foreign investors.
He believes that the branch can be established within a year if a special law is adopted, English law jurisdiction is established, and international arbitration is organized. The financing of the center can be carried out through registration and arbitration fees, as well as service fees.
