Sections 14 and 15 concerning identification methods have been updated in the document.
Now, owners of cattle, horses, donkeys, and mules may optionally use branding alongside microchipping for visual confirmation of identification.
Branding is a method of marking livestock, primarily horses, by applying a brand (a mark) to the skin for accounting and protection against theft.
Branding will be carried out using liquid nitrogen, with the symbol "i" applied to the left side of the animal's body in the thigh area or on the lower jaw (pre-jaw area).
The new rules will come into effect ten days after their official publication, which occurred in the newspaper "Erkin-Too" on February 24, 2026 (No. 14).
Animal Identification Rules
ANIMAL IDENTIFICATION RULES
(According to the revised decree of the Cabinet of Ministers of the KR dated February 20, 2026, No. 124)
Chapter 1. General Provisions
The rules for determining the identification of animals (hereinafter referred to as the Rules) establish the procedure for the identification of animals.
Within the framework of the Rules, the following terms and their definitions are introduced:
veterinary certificate form No. 1a - a document providing information about the animal and ensuring its traceability within the territory of the Kyrgyz Republic, as well as data on the health of the area regarding dangerous and infectious diseases;
animal veterinary passport - a document confirming the identification and registration of the animal (group of animals) in the Unified State Register of Identified Animals (EGRIZ);
veterinary and sanitary passport of the beekeeping farm - a document confirming the identification and registration of the beekeeping farm in the EGRIZ and its sanitary condition;
group of animals - two or more animals of the same species located on one livestock facility;
domestic poultry - birds kept by humans for production purposes;
veterinarian - a specialist with higher veterinary education practicing in accordance with the legislation of the Kyrgyz Republic;
apiary - a place where beehives with bee colonies and necessary equipment for beekeeping are located;
productive animals - animals used for producing products intended for consumption;
allocation - a document issued by the state veterinary authority concerning the distribution of identification means;
hive - a structure for keeping bees;
branding - applying a conditional mark or number to the body of animals.
Farms where animals are kept and bred within the territory of the Kyrgyz Republic must be registered, and the animals themselves must be identified and registered in accordance with the Rules, except for wild animals in their natural habitat.
It is prohibited to keep and sell unidentified animals in unregistered farms.
Animal identification must be carried out within the following timeframes:
- calves of cattle, small ruminants, and camels - within 30 days from the date of birth, and for animals born in pastures - within 15 days after returning to the farm;
- piglets - upon reaching one month of age;
- young fur-bearing animals, donkeys, mules, and horses - upon reaching 4 months of age;
- puppies and kittens - no later than 3 months after birth;
- young domestic poultry - no later than one day of age.
Identification of new bee colonies (hives) must be carried out no later than 3 weeks after their formation.
Identification is carried out by assigning an individual identification number to the animal and a group number to the group of animals.
Animals such as cattle, yaks, horses, and others are subject to individual identification, while pigs, sheep, goats, and domestic poultry receive a group identification number.
Animals imported from countries without an official identification system must be registered no later than 30 days from the date of their arrival at the destination farm.
Data on imported animals is entered into the EGRIZ after passing quarantine in accordance with the legislation of the EAEU.
Chapter 2. Procedure for Identification and Registration of Farms
The procedure for identifying animals and registering farms is carried out by the state veterinary authority or a veterinarian in accordance with the decree of the Government of the Kyrgyz Republic.
The state veterinary authority organizes the registration and identification of animals:
- approves an action plan specifying deadlines and responsible parties;
- carries out the procurement and delivery of identification means and necessary materials;
- distributes identification means for conducting animal identification.
Visual means such as tags are used for the identification of livestock.
Tagging is performed by piercing the animal's ear, into which a tag with the identification number is then inserted.
For cattle, two tags with one identification number are used, while for sheep, goats, and pigs, one tag is placed on the right ear.
Tags remain on the animal for its entire life.
For the identification of dogs and cats, collars with tags indicating the individual identification number are used.
If desired by the owner, electronic chips may be used for dogs and cats.
Horses, donkeys, and mules are identified using electronic means - chips.
Chips are injected into the middle third of the neck to minimize injury to the animal.
For visual confirmation of identification, owners may choose branding alongside microchipping.

The use of the hot branding method, i.e., the application of heated objects, is not permitted.
When conducting group identification, a record of identified animals is prepared, which is kept for at least three years.
In case of loss of identification means, the owner must contact the state veterinary authority to obtain a duplicate.
Chapter 3. Farm Registration and Animal Identification Number
Farm registration is carried out by assigning a sequential number in the EGRIZ.
Each animal and group of animals receives unique identification numbers, which are maintained in the register.
The identification number of the animal does not change throughout its life and is unique for each species.
The identification number is formed as follows:
1) for cattle - 2 letters and 10 digits;
2) for sheep and goats - similarly;
3) for pigs - also 2 letters and 10 digits;
4) for chips - 15 digits according to ISO standards;
5) for dogs and cats - 2 letters and 7 digits.
A group identification number is assigned to a group of identified animals.
The group number remains unchanged throughout the animals' use.
The group identification number consists of:
- 2 letters and 10 digits;
Chapter 4. Features of Group Animal Identification
Domestic poultry is subject to group identification with a number assigned to the group.
Birds kept for personal consumption do not require identification but must be accounted for.
Fish and aquaculture are identified as a group by assigning a number to each water body.
When identifying, information about each water body is established.
When identifying bee colonies (hives), each family is assigned a group number.
Identified bee families are subject to annual confirmation.
Chapter 5. Animal Traceability
Traceability is ensured based on data from the EGRIZ.
The movement of identified animals is accompanied by a veterinary certificate.
Movement to the customs territory of the EAEU is carried out in accordance with legislation.
Upon the departure of an animal, the veterinarian issues a certificate based on data from the register.
The certificate is valid for 3 days. If necessary, a new one is issued.
The certificate includes the identification number and data about the owner.
For large animals, the certificate is issued individually, for small ones - by group identification number.
The work on the identification and accounting of animals is carried out at the owner's expense.
Financial resources from identification are accumulated in a special account.
Unused identification means are subject to disposal.
Persons violating the rules are held accountable under the legislation of the Kyrgyz Republic.
