Kyrgyzstan is transitioning seed subsidies to a digital format, - Ministry of Agriculture

In Kyrgyzstan, a transition to a digital system for the process of providing subsidies for seeds is planned. This was announced by Bakyt Mambetov, the director of the seed production expertise department of the Ministry of Water Resources, Agriculture, and Processing Industry, during a radio broadcast.
Since 2020, the government has subsidized 30% of the cost of seeds sold by seed production enterprises to farmers. “We support farmers through subsidies for seeds produced by seed production enterprises,” he noted.
Currently, the process of obtaining subsidies is carried out in paper format. Seed production enterprises must gather a package of documents, including approval acts, seed certificates, tax authority statements, and confirmations of no debts to the government. They then submit an application to the district agricultural development office.
The application is reviewed by a special commission headed by the first deputy akim. The commission includes the head of the district agricultural development office, representatives from the department, social workers, and the head of the rural administration. After a decision is made, the documents are sent to the ministry, where a contract is concluded with the seed production enterprise, and the seeds are distributed to farmers taking into account the subsidies.
According to Mambetov, the new digital system will significantly simplify this process. “The seed production enterprise will now be able to submit an application online, even from a mobile phone, uploading all necessary documents. Commission members and the district office will be able to see these documents in the system and review them in electronic format,” he added.
After a decision is made, the contract will also be processed in the system and signed remotely, eliminating the need for representatives of the enterprise to be present in person. Moreover, the digital platform will provide farmers with access to information about available seed varieties, their quantities, and prices in various seed production enterprises.
“Farmers will be able to find out through their phones which seed varieties are available and at what prices. After that, they submit an application, pay 70% of the seed cost, and collect them from the enterprise,” concluded the department director.
