The Parliament adopted a bill simplifying the issuance of passports for children under 16 in the first reading

At a plenary session of the Jogorku Kenesh, deputies discussed and approved the bill "On Amendments to the Law of the Kyrgyz Republic 'On External Migration'" in the first reading. The initiator of this document was the Cabinet of Ministers.

The report on the bill was presented by the Deputy Head of the President's Office, Almaz Raimbekov.

He stated that the purpose of developing this bill is to simplify the process of obtaining civil passports for citizens of Kyrgyzstan who are under 16 years old.

According to Raimbekov, the adoption of this bill will improve the protection of children's rights, eliminate unnecessary difficulties for families, reduce the burden on the judicial authorities, and ensure the fulfillment of the duties of authorized bodies and the border service in accordance with the legislation, without restricting the rights of citizens. It will also enhance the accessibility of public services in the area of passport regulation.

During the discussion, Deputy Dastan Bekeshev proposed to additionally consider a simplified procedure for children's travel abroad, especially in cases where one of the parents abuses the right to give consent.

In his opinion, it is necessary to establish a process for granting consent for a child's departure, especially when one of the parents is not involved in the child's life, does not pay alimony, or is completely absent.

This initiative was supported by deputies Talaybek Masabirov and Zhyldyz Kurmanalieva, emphasizing that currently many children cannot obtain a passport due to the lack of consent from one of the parents.
