As explained by the ministry, this involves the creation of a consolidated database.
Additionally, the Ministry of Finance reported on the results achieved in the digitization of budget processes during the period from 2022 to 2024, during which the following digital tools were implemented:
• IS "Kazna.Budget" – automation of cash operations and budget execution;
• Centralized accounting – a unique accounting system based on the accrual method, unmatched in the CIS;
• Open budget – an initiative aimed at increasing transparency and involving citizens in oversight;
• Digital treasury obligations – a tool for cashless payments;
• State electronic payment system – simplification of the process for paying for government services;
• IS "Local Budget," as well as systems for accounting returnable financial assistance, capital construction, and others;
• Portals and modules for procurement: electronic contracts, centralized procurement, AO and GP portal, BSC.
Among the systems being developed, the following can be highlighted:
• Consolidated database "E-data" – a single source for budget reporting;
• Revenue forecasting module – support for digital budget planning;
• IS "Electronic Audit" – automation of audit control, including the verification of legality, efficiency, and effectiveness of expenditures.
The ministry also presented its proposals for further digitization, including:
1. Integration of all platforms into a single digital ecosystem;
2. Expansion of the functionality of program and performance budgeting (implementation of indicators);
3. Implementation of electronic approvals at all stages of the budget and control mechanisms;
4. Use of analytical tools and dashboards for oversight and ensuring transparency;
5. Ensuring interaction with situational centers and external control systems.
