- In 2025, there were recorded 178 illegal exchange points, and the total amount of imposed fines was 3 million 115 thousand soms. This was reported by Ravshanbek Murzaliev, head of the oversight department for exchange offices of the National Bank, during a live broadcast on social media.

He noted that while the number of violations has decreased compared to previous years, instances of operating without a license continue to occur, especially in retail outlets and border areas.

Murzaliev explained that the main reasons for operating in the shadow zone are non-compliance of the premises with technical requirements and lack of necessary working capital.

“To obtain a license, it is necessary to have at least 1 million soms, deposit the funds into a bank account, and provide supporting documents to the National Bank,” he added.

Licensed exchange points are required to comply with a number of requirements: their premises must be equipped with video cameras, clients are issued receipts, and information about the management, cashiers, and contact details for reporting violations must be displayed on information boards.

Murzaliev also spoke about the results of raids, during which cases were identified where exchange points conducted online operations, money transfers, or worked with cryptocurrency, which is not permitted.

In 2025, licenses were revoked from two exchange points for serious violations.

Commenting on online exchanges via Telegram, Murzaliev emphasized that such activities are illegal. According to him, these operations harm the economy as they are conducted without tax payments and may be linked to the legalization of illegal income.

He also reminded that according to Article 299 of the Code of Offenses, the fine for illegal activities is 17,500 soms for individuals and 55,000 soms for legal entities.

In conclusion, Murzaliev reported that there are currently 847 registered exchange points in Kyrgyzstan, including main offices and their branches.
