At the meeting of the committee of the Jogorku Kenesh dedicated to finance, budget, entrepreneurship, and competition development, which took place on March 2, 2026, Deputy Mahabat Mavlyanova raised the issue faced by entrepreneurs when exporting seedlings.

She noted that drivers at the border with Kazakhstan had to unload all the seedlings only to reload them again afterward. The deputy expressed dissatisfaction by asking why the EEC is not taking measures to protect the rights of entrepreneurs.

“It seems that no one intends to defend the interests of our exporters,” she stated.

In response to this statement, Deputy Minister of Economy and Commerce Sultan Akhmatov reported that the Ministry of Economy is actively engaged in protecting the rights of entrepreneurs. He cited a recent incident where a vehicle with goods was stopped, and the ministry sent a letter to the EEC pointing out the barriers that had arisen.

Mavlyanova added that entrepreneurs do not know where to turn for help with the difficulties they encounter. In response, Akhmatov urged them to contact the Ministry of Economy or use the hotline in case such problems arise.

The meeting also discussed a draft protocol regarding amendments to the Agreement on the specifics of criminal and administrative liability for violations of customs legislation of the member countries of the customs union, signed on July 5, 2010 (the document is under approval).
