This resolution number 93, signed by the head of the Cabinet of Ministers Adylbek Kasymaliev, is dated February 12, 2026.
The plot, which is state-owned (contour No. 220), will be used for the following purposes:
- construction of an asphalt concrete plant;
- establishment of a stone crushing plant.
This decision was made in accordance with the provisions of Article 18 of the Land Code of the Kyrgyz Republic, taking into account the order of the presidential representative in the Jalal-Abad region and the relevant resolutions of the local mayor's office.
The Manas Mayor's Office is instructed to:
- make changes to the land registration documents;
- ensure the targeted use of this plot;
- develop and approve urban planning documentation;
- compensate for losses from agricultural production;
- study low-productive lands and return them to agricultural circulation;
- comply with environmental, sanitary, and construction standards;
- organize a system for the drainage of rain and meltwater;
- monitor seismic hazard processes;
- observe the boundaries of the roadway;
- ensure the protection of historical and cultural heritage sites upon their discovery.
In the event that the plot is used for purposes other than intended, it is subject to expropriation with restoration to its original condition.
The resolution was published in the newspaper "Erkin Too" on February 20, 2026, and will come into effect 10 days after the official publication.
