In five years, more than a hundred pawnshop licenses have been revoked in Kyrgyzstan

Over the past five years, 111 pawnshop licenses have been revoked in Kyrgyzstan, and 11 licenses have been suspended. The total amount of fines imposed on these institutions has reached 8 million 414 thousand soms. This information was provided by the Financial Market Regulation and Supervision Service.

In the agency's report, the results of the reform of the pawnshop sector were summarized, which aimed to protect consumer rights, reduce the debt burden on citizens, and legalize the market.
Starting from May 2024, a legislative limit has been established for the annual interest rate in the country, which is now set at "the NB KR rate + 12 percent." This innovation has allowed for a reduction in loan costs to approximately 30 percent per annum, eliminating cases where loans were issued at 100-300 percent.
A ban has also been introduced on sharing information about borrowers with credit bureaus if the loan amount does not exceed 200 thousand soms. This measure is intended to protect citizens' personal data and prevent the deterioration of their credit history due to small loans. Furthermore, the government has prohibited pawnshops from arbitrarily changing the terms of contracts if it increases the financial obligations of the client.

The regulation service has raised the requirements for internal control and assessment of clients' creditworthiness. An important aspect now is the safekeeping of collateral and the prevention of unlawful retention of property. Pawnshops must implement risk management systems, while Financial Supervision has shifted to risk-oriented monitoring of their activities.


To ensure market consolidation, a phased schedule for increasing capital has been established. Starting from January 1, 2025, the minimum capital requirement will be 3 million soms, increasing to 7 million by July 2026, to 14 million by 2027, and reaching 20 million soms by July 2028.
