The budget of the city of Kara-Kul for 2026 has been approved — how the money will be spent
At the XIV session of the IX convocation, the elected representatives officially endorsed the main financial document, as well as the projected indicators for 2027 and 2028.
According to the adopted decision, the total volume of the balanced budget will amount to 268 million 734.1 thousand soms. This amount exceeds the initial expectations by 2 million soms, which became possible due to an increase in planned revenues from the rental of municipal lands.
An important aspect of the budget is the emphasis on financial discipline and the protection of social strata. In 2026, funding will be prioritized: in the first stage, funds will go to "protected items," including salaries, contributions to the Social Fund, food, and benefits, as well as utility services.
It is important to note that budgetary institutions cannot independently redistribute more than 5% of the total volume of their budget, and any changes in expenditure items will require the mayor's approval.
The budget also includes emergency response mechanisms: it provides for a reserve fund of the mayor's office amounting to 2.7 million soms and an "inalienable reserve" of 300 thousand soms for eliminating the consequences of emergencies.
The responsibility for executing the revenue part of the budget and the targeted use of funds is assigned to the mayor's office, the finance department, and the tax service. Oversight of the transparency of expenditures and the implementation of the plan will be carried out by the relevant commission of the city council.
In addition, the deputies considered a proposal to extend the validity of the city council resolution No. 187/39-8 dated September 5, 2024, regarding additional allowances for technical and service personnel of local government bodies for the years 2025–2026.
A decision was also made to repeal resolution No. 69/10-9 dated September 9, 2025, which concerned the consent of the State Mortgage Company for the construction of a social multi-story building on a land plot of 1.37 hectares on Seraya Street.
Furthermore, the deputies approved the City Development Program for the period from 2026 to 2030.
