The purpose of this document is to implement Articles 18 and 20 of the Law of the Kyrgyz Republic "On the Protection of Atmospheric Air," which is a critically important aspect of state policy in the field of environmental protection, ensuring ecological safety, protecting citizens' health, and sustainable development. Currently, there is no specialized regulatory act in the republic that regulates state control over pollutant emissions from vehicles and other mobile sources, which creates difficulties for government agencies. The adoption of this order will help establish the legal and organizational foundations for control, improve the effectiveness of measures to prevent negative impacts on the atmosphere, and ensure uniformity in law enforcement practices.
The document also takes into account the requirements of the technical regulation of the Customs Union TR TS 018/2011 "On the Safety of Wheeled Vehicles," concerning mandatory standards for vehicles in operation.
The lack of a modern regulatory act complicates the activities of authorized bodies, reduces the effectiveness of environmental protection measures, and negatively affects the ecology and health of the population.
The proposed procedure will include clear rules for controlling emissions from vehicles and other mobile sources, adapted to current conditions. State control will be carried out by the Service for Environmental and Technical Supervision, which will focus on documenting requirements, inspection procedures, and mechanisms to reduce the negative impact of transport on the atmosphere.
