In the Russian Federation, a new tightening of the rules for recycling fees is planned, which, according to experts, will lead to an increase in car prices. This change will be the second in recent months, and the proposal has been submitted to the country's government for consideration.

The bill, developed by the Ministry of Industry and Trade, includes a revision of the methods for calculating the recycling fee for cars imported from the countries of the Eurasian Economic Union (EAEU). The main goal of the initiative is to unify the rules for calculating the recycling fee for all types of imports of foreign cars from Belarus, Kazakhstan, Armenia, and Kyrgyzstan.

According to current legislative norms, cars imported from EAEU countries are exempt from the recycling fee if they are registered by an individual with a customs receipt. That is, if a citizen brings a car, for example, from Kyrgyzstan for personal use, has gone through customs clearance, and paid all necessary duties, no additional payment for recycling is required. However, if the car is imported as a commodity, the recycling fee will be charged in full.

Thus, under the new bill, it is proposed to equalize the conditions for foreign cars intended for both personal use and subsequent sale. This, in turn, will lead to an increase in prices for foreign cars purchased for personal use in Belarus, Kazakhstan, Armenia, and Kyrgyzstan.

At the moment, the bill is at the stage of public discussion. If approved, it will come into effect on April 1.
