As reported by the authorized representative of the president in the Jalal-Abad region, an agreement was signed on February 13 between the Cabinet of Ministers and the LLC "Yug Euro Cement" for the implementation of an investment project to build a cement plant in this city.
The signing ceremony was attended by Tilek Tekebaev, the authorized representative of the president, as well as representatives of the company.
The project includes the completion of previously started construction and the commissioning of the plant. The total cost is over 50 million dollars, and it is expected to create about 250 jobs after the plant starts operating.
According to the Ministry of Justice, Kasimov Bakhtiyar Imerovich is the head of LLC "Yug Euro Cement," and the founders are the companies "PALWAN INSAAT TURIZM LOJISTIK SANAYI TICARET LIMITED SIRKETI" and LLC "HYPER PARTNERS."
LLC "Yug Euro Cement" was registered in the justice system of Kyrgyzstan on July 12, 1993, and underwent re-registration on January 25, 2024.
The main activity of the company is cement production.
The company "Hyper Partners" is also an investor that is involved in the construction of a business center with a hotel on the site of the "Naryn" restaurant and a mosque for 20,000 people in Bishkek.
The Turkish company "Palvan Insaat Turizm Lojistik Sanayi Ticaret Ltd. Sti.," founded on November 10, 2011, is engaged in the wholesale trade of timber, plywood, carpentry products, and wood panels. Its headquarters is located in Istanbul.

In August 2024, the Chairman of the Cabinet, Akylbek Japarov, visited the construction site, as reported in the Cabinet of Ministers in its report. At that time, the project completion was at 60%, and the commissioning of the plant is scheduled for 2025.
The plant's capacity is planned to be up to 1 million tons of cement per year, which will allow for the employment of 250-300 people.
