Residents of the Manas Aiyl Okmotu appealed to the president for assistance regarding land amnesty issues
Speeches at the event were made by Kudaybergenova T., Useinova N., Kitaeva T.
According to the participants, about 400 people may lose the opportunity to legally register their land plots.
It was also reported that a resident of the region, Turar Kitaeva, submitted an application to register her land plot under the amnesty, which will begin on June 16, 2025.
“Despite the fact that all necessary documents and the technical passport were issued by the cadastral authorities, the plot and the building still have not been registered,” - shared N. Useinova.
Applicants noted that before the introduction of the new land code, land and property located on the territory of collective farms and state farms from the Soviet era were considered legal. However, after the adoption of new legislation, land distribution began to be carried out through akimats for individual housing construction.
Useinova added that many plots originally intended for construction continue to be listed in documents as agricultural land, despite the owners having red books. Information about the change of land categories was not properly communicated to the public, although it is available in the cadastral authorities.
She also noted that the commissions are not functioning, and the head of the Manas rural administration is inactive.
“We are facing bureaucracy and long processes, moving from one authority to another,” one of the residents said.
According to her, many citizens are not even aware that a land amnesty is being implemented.
“I myself am a participant: my house has a red book, all documents are in order, but according to the cadastre, my land is classified as pasture and agricultural land,” she added.
“At the moment, we have already developed a master plan and a construction scheme ourselves, changing the designation of the land from agricultural to residential. However, land surveyors are obstructing the process by calling commission members,” noted Useinova.
Residents also expressed a request for an extension of the land amnesty period and the need to complete the registration of all houses under this program by the rural administration.
