The system was developed by the state institution "AgroSmart." The main goal of creating the AIS "Subsidy" is to digitize and automate all stages: from submitting applications for state subsidies to accounting and monitoring of seeds, as well as controlling their targeted use.
The ministry emphasizes that the new system will help increase transparency in processes, reduce corruption risks, and ensure the formation of analytical reporting in real-time.
Key functions of the AIS "Subsidy" include:
- online registration and identification of users with various access levels (for seed production farms, agricultural producers, district commissions, and the Department);
- the ability to submit and accompany electronic applications with automated data verification;
- implementation of electronic document flow using electronic digital signatures;
- conducting online meetings of commissions with the ability to generate and sign electronic protocols;
- monitoring the movement of seeds, including logistics and inter-district supplies;
- creation of electronic acts on the targeted use of seeds with photo and GPS fixation;
- centralized electronic archive and formation of analytical reporting.
