Kyrgyzstan plans to achieve energy self-sufficiency by 2030

Kyrgyzstan has approved the "Green Energy" strategy aimed at achieving complete energy independence and carbon neutrality, as outlined in the Development Program until 2030.

As part of this strategy, the government intends to fundamentally change the country's energy system. The main goal is to increase the share of renewable energy sources (RES) to 92 percent of total generation. It is expected that annual electricity production using RES will increase to 7.5 billion kilowatt-hours.

Environmental Initiatives and Strategic Goals


The program includes ambitious plans for modernizing the energy infrastructure. It is expected that electricity losses during transmission will be reduced to 10 percent.

Climate goals also play an important role: the republic plans to reduce greenhouse gas emissions by 16 percent using domestic resources and by 44 percent with the support of international partners. The reserve of guaranteed capacities in the system is expected to be in the range of 550 to 700 megawatts.

New Technologies and Capacity Expansion


To address the electricity deficit, the government is launching large-scale construction projects.

Increasing Energy Efficiency and Digitalization


The reform will also affect consumers: a "net metering" system will be implemented in the country, allowing households to sell excess solar energy back to the grid.

Time-dependent tariffs will encourage load shifting to periods of low demand, benefiting both businesses and citizens.

Industrial enterprises will undergo energy audits, and the construction sector will transition to new thermal insulation standards.

Digitalization of energy networks through the implementation of smart management systems and smart meters will ensure transparency in accounting and prompt response to emergency situations.

Investments and Regional Leadership


Kyrgyzstan plans not only to meet its domestic electricity needs but also to export clean energy. As part of this strategy, a regional energy exchange market will be established, and the construction of new interstate power transmission lines is planned.

The government aims to achieve energy self-sufficiency by 2030, actively attracting funding for "green" projects and developing public-private partnerships.
