At the meeting, the parties were represented by Azamat Mambetov, the First Deputy Minister of Emergency Situations of Kyrgyzstan, and Nurlan Aldamzharov, the First Vice Minister of Water Resources and Irrigation of Kazakhstan. This meeting took place as part of the implementation of the protocol of the XIII meeting of the Intergovernmental Council of Kazakhstan and Kyrgyzstan, which was held on November 12-13, 2025, in Astana.
As a result of the meeting, a cooperation program was signed between RGP "Kazhydromet" and the Hydrometeorological Service of the Ministry of Emergency Situations of Kyrgyzstan, which will be in effect from 2026 to 2028.
This document is aimed at the exchange of operational hydrological information about rivers and reservoirs, including forecasts of runoff and precipitation, as well as the implementation of mutual storm warnings, experience exchange, and joint scientific research.
The First Vice Minister of Water Resources and Irrigation, Nurlan Aldamzharov, noted: “The signing of this document is the result of many years of water diplomacy and negotiations between specialists from both countries. This is an important step in the development of bilateral cooperation, demonstrating mutual interest in strengthening interaction on issues of prevention and response to emergencies. The implementation of the program will improve the effectiveness of joint actions and operational response mechanisms, as well as allow for timely data exchange on reservoirs, which is critically important for ensuring the safety of the population and infrastructure in the lower reaches of transboundary rivers, especially during floods,” he emphasized.
