
According to him, almost 80% of the water from hydropower plants and reservoirs goes to Kazakhstan and Uzbekistan.
At a meeting of the relevant committee of the Jogorku Kenesh, deputy Umbetaly Kydyraliev raised the issue of water usage from Kyrgyz hydropower plants and reservoirs by neighboring states, noting that the republic does not receive compensation for economic losses.
“I reviewed the reports and found that almost 80% of the water that comes from our reservoirs goes to Kazakhstan and Uzbekistan. These water resources require repair, maintenance, and strengthening of the dams. Our neighbors should compensate us for these losses. This is the norm according to international law. For example, the USA pays Canada for water, and Germany pays Sweden,” the deputy noted.
The Minister of Water Resources, Agriculture, and Processing Industry, Bakyt Torobaev, added that Uzbekistan covers the costs of maintaining and repairing the reservoir in Ala-Buka.
According to him, Kazakhstan is also ready to participate in the restoration of the Kirov Reservoir if necessary. However, the minister emphasized that President Sadyr Japarov instructed not to request financial assistance from neighbors for repairs.
“We will carry out the repairs ourselves. If our partners want to participate jointly — we are not against it, we already have the relevant agreements,” Torobaev added.
