Kyrgyzstan has implemented an electronic permit system for cargo transportation with China

Starting from 2026, Kyrgyzstan has implemented a new electronic permit system called e-Permit for international freight transportation with China, as reported by the Ministry of Transport and Communications.

According to the agency, domestic carriers are already using this system for freight transportation not only with China but also with countries such as Uzbekistan, Azerbaijan, and Turkey, obtaining electronic permits.
E-Permit (from English Electronic Permit) is an electronic platform designed to automate the process of issuing and verifying permits for international freight transportation.
The ministry noted that the transition to the e-Permit system has significantly simplified the procedures for exchanging permit documents. Now, carriers can apply for permits online, eliminating the need for personal presence and waiting in queues, which helps speed up the provision of services.

Previously, in 2025, the parties exchanged permits in paper form, and 130,000 documents were prepared, which required significant budget expenditures for their processing and delivery.

The agency emphasized that the implementation of e-Permit is aimed at increasing transparency and convenience, reducing budgetary expenses, minimizing corruption risks, and developing international road transport.
It is expected that thanks to the new system, more than 500 million soms will be received in the state budget in 2026.
We remind you that in October 2025, the Cabinet of Ministers allocated 7 million 900 thousand soms for the development and implementation of the e-Permit system in cooperation with China.
