According to Shykmamatov, a key aspect of the reforms was the radical change in approaches to tax administration. He noted that the State Tax Service intentionally abandoned the practice of excessive inspections and pressure on entrepreneurs, emphasizing that fear has never served as a reliable source of budget revenues.

The head of the State Tax Service also reported that in 2025, the function of field inspections for employees of the central office was abolished, which contributed to a reduction in corruption risks in this area.
“At the same time, we reviewed the procedure for appointing and conducting inspections at the level of territorial divisions, creating a system of control and coordination focused not on the number of inspections, but on their justification and quality,” he added.
