The State Agency for Land Resources has developed a new procedure for technical inspection of real estate

- The State Agency for Land Resources, Cadastre, Geodesy, and Cartography has announced a new draft regulation on conducting technical inspections of real estate.

This draft order is already available for public discussion.

As part of the new procedure, the implementation of automated information systems is planned to improve the quality of public services.

This project is also aimed at fulfilling the Cabinet of Ministers' resolution dated March 3, 2023, No. 115, which granted the Land Agency additional powers in legislative drafting.

The agency emphasizes that the current version of the regulation, in effect since 2009, is outdated and does not meet modern digitalization requirements.

The updated document aims to enhance the transparency of processes, reduce administrative barriers, and simplify interactions between citizens and government structures.

According to the explanatory note, the implementation of this document will not lead to social, economic, legal, environmental, or corruption-related consequences and will not require additional financial expenditures from the state budget.

According to the new regulation, the technical inspection process includes both initial inspections for new properties and current inspections in the case of reconstruction, remodeling, or at the request of the rights holder. The results of the inspection are formalized in the form of a technical passport, which is provided on a paid basis in both paper and electronic formats, with mandatory storage in the electronic archive of the registration system.

Key changes:


The technical passport includes plans of the land plot and buildings, floor plans, characteristics of structures, and area calculations. An updated passport is issued if the parameters of the property change. This document is not a title document.
