In 2025, tax and insurance contributions amounted to 391.8 billion soms

According to the Tax Service, in 2025, the volume of collected taxes and insurance contributions reached 391.8 billion soms, which is 8.2 billion soms more than the revised forecast of 383.6 billion. This corresponds to 102.1% of the plan's execution. The information was announced during a meeting with the participation of Prime Minister Adylbek Kasymaliev.

The head of the Tax Service, Alambet Shykmamatov, reported that compared to the previous year, revenues increased by almost 90 billion soms, amounting to 129.6%. Of this amount, tax revenues rose by 80.2 billion soms, while insurance contributions increased by 9.3 billion.

Alambet Shykmamatov noted that 2025 became an important milestone for the Tax Service, marking the transition to a new tax policy and a rethinking of the state's role in the economy.
There was a transformation from traditional fiscal control, based on pressure, to more modern approaches focused on service, digitization, and trust.

Also discussed at the meeting were the results of tax and insurance contribution collection, including revenues from excise tax on alcohol and measures to combat the illegal turnover of excise goods.

Participants were introduced to a new tax analysis information system "Salyk Kyzut," which aims to improve tax administration, create a transparent economy, and minimize tax risks.
Prime Minister Adylbek Kasymaliev highly praised the work of the Tax Service over the past year, noting the successful achievement of planned indicators, tax reforms, and the implementation of digital services that automated processes and reduced administrative barriers.

He added that the over-fulfillment of planned indicators for tax collections in 2025 indicates a significant improvement in tax administration and the exit of businesses from the shadow economy. The implementation of digital solutions should continue in this direction.

The head of the Tax Service emphasized that such significant growth in budget revenues was achieved without changing tax rates — this is a deliberate state policy.
In 2025, an extensive policy was also carried out to reduce the tax burden and expand tax benefits for important sectors of the economy.

Alambet Shykmamatov reported that the main result of the recent reforms was a change in the approach to tax administration: a rejection of excessive inspections and pressure on businesses, simplification of reporting, and the cancellation of a number of control measures.

Particular attention was paid to digitization and reforming taxation, which helped reduce corruption risks, decrease shadow turnover, and improve tax discipline. These changes contributed to simultaneous growth in the economy and tax revenues, confirming the effectiveness of the chosen course.
In conclusion of his speech, the chairman of the Tax Service outlined the key areas of work for 2026: enhancing staff qualifications, transitioning to a risk-oriented approach in tax administration, developing a service model, improving the efficiency of tax debt collection, and modernizing digital services.

The strategic goal is to consolidate reforms and form an open, technological, and professional tax service of the new generation.
