In the BGC, they warned about the risks of underperformance in the transfer due to a 3 billion som difference in the budget revenues of Bishkek-2026.
The deputy suggested preparing a reconciliation document with the Ministry of Finance to avoid potential problems with the receipt of funds during the discussion and adjustment process.
He also reminded about the situation from last year or the year before, when the planned transfer of about 6 billion soms was allocated only halfway.
Deputy Mayor of Bishkek Mirlan Baigonchokov explained that the planned transfers will be received, as they are tied to specific expenses. “If we take into account the difference in amounts, we will have to increase the expenditure part for these funds — we do not want to show actual expenses for 'phantom money.' It is better not to include them in advance. If the funds arrive, they can be accounted for when making changes,” he added.
Alymbekov also expressed the opinion that the discrepancy between the city budget and the forecasts of the Ministry of Finance could lead to a budget conflict.
Head of the Bishkek Financial Department at the Ministry of Finance Ruslan Sadyrbaev reported that the initial budget project submitted to the Ministry of Finance on September 1 has already been approved. “It did not include the mentioned 2.5 billion soms. The currently presented project corresponds to the previously agreed amount. This is a technical issue that we have already discussed with the Ministry of Finance,” he concluded.
