She noted: “According to your project, the revenue part of the local budget for 2026 amounts to 32 billion 873 million soms. Meanwhile, the Ministry of Finance estimated it at 35 billion 820 million soms. The difference is almost 3 billion soms. How can this be explained if there was no agreement with the Ministry of Finance?”
Ruslan Sadyrbaev, head of the city's finance department, confirmed that the difference is indeed 2 billion 947 million 124 thousand soms.
“We have already sent a letter to the Ministry of Finance; however, they included 2.5 billion soms for assets and another 453 million soms for tax revenues. Currently, we are working on resolving this issue. All necessary changes will be made,” he added.
The chairwoman of the commission inquired why these issues have not yet been resolved.
“We provided the projected amounts both from the city finance department and the mayor's office in writing. But the Ministry of Finance has not yet approved them,” Sadyrbaev explained.
Deputy Mayor Mirlan Baigonchokov clarified which figures should be referred to: “In fact, we are guided by the data that was submitted for consideration. The main discrepancy is related to the assets that the Ministry of Finance included in its calculations.
We cannot confirm them yet, as we assume that these funds will not be received. Later, we will make changes to the approved budget and include these amounts only after agreeing with the norms that are currently being discussed with construction companies. These will be one-time figures.”
