Amanbaev noted that exact data on profits is currently unknown and asked the deputies to approve the draft law in three readings.
Mels Attokurov added that the audit is in progress, and its completion is expected in mid-February, after which the final amount will be determined.
According to him, in 2020, 2021, and 2022, 90% of the National Bank's profits were directed to the budget, and starting from 2023, this figure has increased to 100%. The financial regulator agrees with the proposed draft law.
Deputy Daniyar Tolonov expressed the opinion that the law is being adopted for the third consecutive year and suggested not to rush its adoption until the audit is completed, adding that the proposed procedure complies with the legislation.Amanbaev noted that after the audit is completed, the Ministry of Finance will provide additional profit parameters.
The deputy head of the agency also reported that in 2023, 12.6 billion soms were transferred to the budget, and in 2024, 45.7 billion soms, with a similar level of revenue expected in 2025.
Ulan Primov emphasized that the National Bank should retain some of its profits for updating its material and technical base and fulfilling its functions.
Dastan Bekeshev expressed doubt that the leadership of the National Bank does not know the exact indicators of its activities.
He asked, "How can you not know the current economic activities? Why then occupy your positions?"Amanbaev responded that preliminary information about profits is available, and it will be higher than last year.
The Deputy Chairman of the National Bank noted that data on international reserves will be provided additionally in writing, as this is an important aspect.
Bekeshev added that the practice of transferring profits has existed since 2017 and expressed hope that part of the funds will be directed towards the construction of schools and kindergartens, so that the situation does not repeat itself where all funds were directed exclusively to housing construction. He emphasized the importance of supporting educational institutions.
