According to data published in "Kommersant," the total volume of gasoline supplies from Russia by rail in 2025 amounted to 2.6 million tons.

Kyrgyzstan confidently secured one of the leading positions among importing countries, purchasing 526 thousand tons of fuel. Other significant recipients included Mongolia (820 thousand tons), Uzbekistan (510 thousand tons), and Tajikistan (406 thousand tons).

However, in December 2025, there was a sharp decline in gasoline exports by rail, which totaled only 209 thousand tons. This decrease of 22 percent compared to November and 36 percent compared to December 2024 is attributed to the exhaustion of annual quotas for duty-free fuel imports in Central Asia.

Experts note that Kyrgyzstan utilized part of its quota for 2025 ahead of schedule, which was a result of active purchases in 2024.

Additionally, the decline in export volumes is linked to the worsening situation in the Russian market. In 2025, total oil refining in Russia decreased by 1.7 percent, amounting to 262.3 million tons, due to unscheduled shutdowns of oil refineries, which in turn led to rising prices on the exchange and fuel shortages in several regions of the Russian Federation.

To stabilize the domestic market, Russian authorities imposed temporary restrictions on fuel exports. Nevertheless, supplies to Kyrgyzstan under intergovernmental agreements were not subject to these restrictions, which helped the republic maintain stability in the fuel market amid a general shortage.
