Kyrgyzstan Secured Duty-Free Import of Sugar and Cocoa Until 2027

At a meeting of the Eurasian Economic Commission (EEC) Council in Moscow, a number of strategic decisions were approved that promise to be a significant boost for the agricultural sector of Kyrgyzstan. One of the main achievements of the delegation, led by First Deputy Prime Minister Daniyar Amangeldiev, was obtaining a tariff concession for the import of 20,000 tons of raw cane sugar. This initiative, effective until the end of 2026, will allow domestic factories to operate at full capacity and will ensure stable sugar prices for the citizens of the country.

An important step in the development of integration was the expansion of the financial support program for cooperation. Preferential financing from the EAEU budget, which was previously available only to industrial enterprises, will now also be provided for joint projects in the agro-industrial complex (AIC). This opens new horizons for the creation of intergovernmental production facilities, accelerates the process of import substitution, and significantly increases the export potential of Kyrgyz processors.

Furthermore, alongside financial measures, the EEC Council approved tax benefits for the confectionery industry: until spring 2027, the import of cocoa butter and cocoa paste will be exempt from duties. This decision will not only support local confectioners in a competitive environment but will also help curb price increases on store shelves. Stricter phytosanitary controls will complement these measures by cleaning the market of unscrupulous participants and ensuring product safety. The adopted package of initiatives confirms the commitment to creating an independent and sustainable food system that protects the interests of processors and consumers in Kyrgyzstan at the international level.
